Source: DateTime:2021-01-17 Hits:1002

The development of China's plant fiber (pulp) molding industry has experienced a hype concept but no market but a rush of the 1990s; It also experienced the rapid development of blowout since the collapse of hundreds of pulp molding enterprises. The rapid development of plant fiber (pulp) molding industry has its economic and social background.

I. White contamination

Plant fiber molding industry is a new industry, its development is both demand promotion and policy promotion, both good use value and meet the requirements of green environmental protection industry. Therefore, the development of plant fiber molding project, not only in line with national policy but also seize the opportunity for business. The completion and production of the project will vigorously promote the development of circular economy, promote green consumption, and meet the requirements of building a conservation-oriented society and sustainable development.

One is "visual pollution ", that is, plastic bags, boxes, cups, bowls and so on scattered in the environment, to people's vision to bring bad stimulation, affect the aesthetic sense of the environment. Some people have joked that there are two Great Wall in China, one is the ancient Great Wall, the other is the white Great Wall, which refers to the white lunch boxes and plastic bags everywhere along the railway line of our country.

The second is "potential harm ", mainly in the following aspects:

1. disposable foamed plastic lunch boxes and plastic bags containing food seriously affect human health. Scientific experiments show that when the temperature reaches 65℃, harmful substances in disposable foamed plastic tableware will infiltrate into food, causing damage to human liver, kidney and central nervous system.

2. because plastic products are generally non-degradable, waste agricultural film and plastic bags in farmland remain in the field for a long time, which makes the soil environment deteriorate and seriously affects the growth of crops.

3. landfill is a main method to treat municipal waste in China. Because of the small density and large volume of plastic film, it can fill the site quickly, thus reducing the capacity of landfill site to treat garbage.

If 4. waste plastics are incinerated directly, it will cause serious secondary pollution to the environment.

China is one of the top ten plastics producers and consumers in the world, Average annual growth in plastic packaging materials in 1991~1995 was 8.9 per cent. 1995, Our plastic production is 5.19 million tons, Nearly 6 million tons of imported plastics, The total amount of plastic consumption in China was about 11 million tons, One of the packaging plastics up to 2.11 million tons. 2005, The total consumption of plastics in China is about 25 million tons, Packaging plastic reached 5.5 million tons. The total amount of domestic waste in Beijing is about 140000 tons per year, and the total amount of domestic waste in Shanghai is about 190000 tons. Tianjin annual waste plastic packaging is also more than 100000 tons. About 2.3 billion plastic bags and 220 million disposable plastic tableware are abandoned in Beijing every year.

II. Policy background

The project uses the first new technology in China to produce a variety of new green packaging materials, in food, agriculture, electronics, medicine, building materials, shoes, crafts, military industry and many other industries have a wide range of applications. Under the general trend of international and domestic energy saving and emission reduction, protecting ecological environment and developing "green economy ", the construction of this project takes circular economy as the theme, and takes energy saving and consumption reduction and green system of sustainable economic development as the goal, thus promoting energy saving and consumption reduction in related industries and realizing recycling of renewable resources. China Development [2005] No .22" Some Opinions of the State Council on Speeding up the Development of the Circular Economy "clearly put forward that we must vigorously develop the circular economy and take all kinds of effective measures in accordance with the principle of" reduction, reuse and resource utilization "to achieve maximum economic output and minimum waste discharge with the least possible consumption of resources and minimal environmental achieve economic, environmental and social unity, and to build a resource-saving and environment-friendly society. Therefore, the following suggestions are put forward :" Development goal: promote green consumption, perfect recycling system of renewable resources, and build a large number of typical enterprises that meet the requirements of circular economy development. To build a number of industrial (agricultural) parks and resource-conserving and environment-friendly cities that meet the requirements of circular economic development ."

In this general trend, the rise of plant fiber molding industry is the inevitable result of this historic opportunity. "Plant fiber molding" is the use of renewable plant resources such as wheat straw (or reed), bagasse and other plant fiber cardboard, through the molding method to produce a variety of fiber commodities, plant fiber paper tableware, plant fiber paper tray, plant fiber industrial products shockproof pad and packaging tray, non-planar plant fiber decoration wall board and non-planar plant fiber stereo products. The implementation of the project can not only improve the utilization of resources, but also provide other industries with various green degradable products with excellent performance.

In October 1999, with the approval of the State Council, the State Economic and Trade Commission of China, the State Administration of Industry and Commerce, the State Environmental Protection Administration, the State Quality Supervision Bureau, the State Machinery Industry Bureau, the State Internal Trade Bureau, the State Light Industry Bureau, the Ministry of Railways and the Ministry of Communications jointly established the "Office of the National Leading Group for the Replacement of Disposable Foamed Plastic Packaging for Convenience Foods ".

On 22 January 1999, the State Economic and Trade Commission of China (SETC) issued the Catalogue of Backward Production Capacity, Processes and Products, which clearly stipulates the elimination and prohibition of the production and use of disposable foamed plastic food and beverage utensils by 31 December 2000.

On April 23,2001, the State Economic and Trade Commission of China issued an Emergency Circular on the Immediate Stopping of the Production of Disposable Plastic Cutlery (China Economic and Trade Industry (2001)382).

On December 28,2001, the State Economic and Trade Commission of China, the General Administration of Industry and Commerce, the General Administration of Quality Supervision and the General Administration of Environmental Protection issued the "Notice on Strengthening the Law Enforcement and Supervision of the Elimination of Disposable Foamed Plastic Cutlery "(No .1363 of the State Economic and Trade Industry (2001)) began to strictly prohibit the production and use of foamed plastic tableware.

In 2014, the Chinese Government amended the Law on Environmental Protection of the People's Republic of China to clarify the importance of protecting and improving the environment, preventing pollution, safeguarding health, promoting the construction of ecological civilization and promoting sustainable economic and social development. Economic structural transformation and environmental protection have received unprecedented attention, rising to a new strategic height.

At the end of 2017, China introduced a "ban on foreign waste ", banning the entry of four categories of 24 solid wastes, including domestic waste plastics, which has greatly reshaped the international situation of cross-border transfer of plastic waste.

On 10 May 2019, China actively participated in the adoption of amendments to the Basel Convention, further reducing the feasibility of exporting waste plastics in the framework of international cooperation. By the new plastic restrictions, the import of waste plastics is completely prohibited.

In November 2019, China's National Development and Reform Commission revised and issued the Industrial Structure Adjustment Guidance Catalog (2019 edition), introducing a ban on some disposable plastic products, including disposable foamed plastic tableware, disposable plastic cotton swabs, daily chemical products containing plastic beads, ultra-thin plastic bags with thickness less than 0.025 mm and polyethylene agricultural film with thickness less than 0.01 mm.

On April 26,2020, the Haikou Municipal People's Government officially issued the "Tong Tong on the Pilot Work of Prohibiting Production, Sale and Use of Disposable Non-degradable Plastic Products in Haikou City

Know. The issuance of the notice, clearly marked Haikou City will be in the province first "plastic ban" order!

August 6,2020, Guizhou Development and Reform Commission, Guizhou Ecological Environment Department

Joint publication of the Implementation Programme on Further Strengthening the Control of Plastic Pollution (hereinafter referred to as "the Programme "), to take the lead in prohibiting and restricting the production, sale and use of some plastic products in some areas and areas by 2020. By 2022, the scope of the ban will expand in an orderly manner. By 2025, the management system of plastic products production, circulation, consumption and recycling and disposal was basically established.

Therefore, the implementation of the project has a full background of economic and social development
