The promulgation of the "Implementation Plan" means that Hainan Province has officially entered the transitional stage from the "plastic restriction order" to the "plastic ban order". In accordance with the tasks and objectives specified in the "Implementation Plan", in the future, Hainan is expected to become the first province in the country that truly "bans plastics" and effectively prevents "white pollution", and explores new experiences for advancing the construction of national ecological civilization.

The reason for promoting the upgrade from the "plastic restriction order" to the "plastic ban order" is that on the one hand, it is an active change forced by objective reality; on the other hand, it is also an active upgrade in the protection and construction of ecological civilization. This is of great significance. As the forerunner of the "plastic ban", Hainan Province has formulated a road map and timetable for this, so that all sectors of society are also full of great expectations for the actual effect of the "plastic ban". It is conceivable that if the "plastic ban" in Hainan Province can achieve the expected goals of the government and society, it will definitely be promoted in more parts of the country based on summing up experience, thereby contributing to the construction and protection of national ecological civilization.

Since 2008, China has implemented a "plastic restriction order" nationwide to restrict the production and sales of plastic shopping bags. However, ten years later, the effect of the "plastic limit order" can only be described as unsatisfactory. The disposable plastic bags in the vegetable market are still used by vendors; although most supermarkets have stipulated the paid use of plastic bags, the price of each is from ten cents to fifty cents, but consumers simply don’t care about this cost for the sake of convenience. At the same time, as the ecological environment becomes more and more severe, the requirements for ecological environmental protection at home and abroad are getting higher and higher, and the "plastic limit order" has obviously not adapted to the requirements of the times and society. The superimposition of the two factors ultimately contributed to the upgrade of Hainan Province from the "plastic restriction order" to the "plastic ban order", which also means an upgrade of ecological civilization protection.

From a practical point of view, in order for the "plastic ban" to be strictly implemented, in addition to strengthening supervision and law enforcement, it is also inseparable from the changes in people's living and consumption habits, such as replacing the original plastic bags with cloth products and plant weaving products to carry and hold items.

From the perspective of the market, it is also necessary to research and develop more high-quality, low-cost, eco-environmental packaging products as soon as possible to replace disposable plastic products.
