Shandong Development and Reform Commission, Shandong Province Ecological Environment Department issued the "Shandong Province to further strengthen the implementation of plastic pollution control program" notice on May 25,2020. The circular requires that the production, sale and use of some plastic products be prohibited and restricted in an orderly manner, that alternative products be actively promoted, that plastic waste be recycled and utilized, that a sound management system for the production, circulation, use and recycling of plastic products be established and improved, that plastic pollution be effectively and orderly treated, and that beautiful Shandong be built.

By 2020, it will take the lead in prohibiting and restricting the production, sale and use of some plastic products in some districts, cities and areas. By 2022, the consumption of disposable plastic products has been significantly reduced, alternative products have been popularized, and the proportion of energy utilization of plastic waste resources has been greatly increased, forming a batch of replicable popularized plastic reduction and green logistics models. By 2025, the management system of plastic products production, circulation, consumption and recycling and disposal was basically established, the system of multiple co-management was basically formed, the level of development and application of alternative products was further improved, and plastic pollution was effectively controlled.
